"It remains essential that the illicit trade in tobacco products be eliminated as a priority. This dangerous trade generates significant revenue flows for organised criminal gangs across the EU, and undoubtedly facilitates through finance wider international criminal enterprise. Some of these illegal cigarettes find their way to London, my own constituency. The illegal tobacco trade furthermore damages legitimate business and hampers international efforts to control tobacco circulation as a key public health measure. United Kingdom law enforcement agencies have spearheaded the fight against this illegality, with significant successes won against criminals – UK customs agents have to date seized in excess of 26 billion illegal cigarettes and 4 300 tonnes of rolling tobacco, leading to some 4 000 prosecutions. As such, due to the efficacy of existing domestic moves to stamp out the illicit tobacco trade, the UK government has opted out of the EU measure recommended in the Anderson report. The UK will enact JHA provisions as a separate party rather than on an EU-wide basis. Indeed, as a signatory to the FCTC, the UK already carries out many of the protocol’s stipulations. I therefore will be abstaining on this report, in line with Conservative delegation policy of abstention on issues in which Her Majesty’s Government have secured an opt-out."@en1
