"Madam President, as Somalia continues to battle against piracy and jihadist insurgency and Eritrea nears the 30-year mark of the barbarous regime under Isaias Afwerki, Djibouti sadly completes its tale of tragedy in the Horn of Africa. With President Guelleh winning his fourth mandate last month with an implausible 87% share of the popular vote, hopes of reform seem very unlikely under his authoritarian regime. Only last year, we saw the police raid of opposition leader Ahmed Houmed, who was hospitalised alongside his party’s secretary-general in the ensuing police shootout. The massacre at Buldhuquo, in which government forces killed 37 people on the same day, is another great tragedy and blight on the record of the Government of Djibouti.
Such incidents only attest to the brutal culture of repression against human rights activists, journalists and the political opposition of Djibouti. We in the European Union must put more pressure on the Government of Djibouti to implement the framework on political reform signed in 2015 as a starting point for the future and improvement in human rights in that small country."@en1
