"Mr President, I am very pleased that we are having this discussion – albeit late at night – on this very important area, renewables. In hydroelectricity, we have a sector that boasts 100 years of knowledge and experience, the highest level of efficiency of any electricity—generating technology, at between 80% and 95%, and a clean energy source that can play a massive role in helping us to meet our climate and energy targets. With 380 terawatts of hydroelectric power installed in the European Union, it is one of the most significant contributors to our energy mix. This equates to around EUR 24 billion per year of savings in fossil—fuel imports, and therefore 100 million tons of carbon emissions avoided. The EU is moving to deploy more renewable energy, not only in response to climate change, but also to lower our EUR 400 billion yearly bill for fossil fuel imports. Hydroelectricity is an ideal complement to the variability of renewables, as when the sun shines or the wind blows reservoir levels can be allowed to increase to prepare for a time when there is no wind or sunshine. Let us remember also, at a time when more and more resources go into developing effective energy storage, that hydropower is the only large—scale and cost—efficient energy storage technology available today. Hydroelectricity offers cost—effective flexibility and firm dispatchable storage. So what’s the outlook? It all depends on prices, and we have to use the new electricity market design to give it significant value in recognition of the flexibility that hydroelectricity offers."@en1
