"There were several positive aspects to this report, which focused on the need to accelerate the implementation of cohesion policy, on the need for greater simplification, the strengthening of administrative capacity amongst relevant actors, and encouraging greater sub-delegation to local actors via integrated territorial investments and community-led local development.
It also calls for greater flexibility in the use of the investment clause, which could allow Member States to see investments co-financed by the European Structural and Investment Fund excluded from the calculation of state deficits.
However, it also strongly promotes structural reforms, policies that promote investment at the expense of workers, communities and the environment, and the use of a range of financial instruments as a precondition for meeting growth and employment objectives. On this basis I abstained."@en1
