"I voted in favour of this report, which concerns increasing the use of two new instruments for cohesion funding, namely Integrated Territorial Investment (ITI) and Community-Led Local Development (CLLD). These tools, if used more widely with a multi-fund approach, can increase flexible and more appropriate use of cohesion funds for local communities, regions and other sections of society.
CLLD in particular is an important tool, as it rests firmly upon the idea of a ‘bottom-up’ approach, delegating competencies and resources to local actors, and is based on the experience in Ireland of the LEADER approach to funding. ITIs allow for a strategic bundling of funding to meet the goals of priority programmes."@en1
