"The legislation is a proposal to codify Council Regulation EC No. 597/2009 on protection against subsidised imports from countries not members of the European Community.
It gathers amendments into one single document. However, it also aims to transpose into EU law the provisions of the World Trade Organisation General Agreement on Tariffs and Trade 1994 to ensure proper and transparent application of the anti-dumping rules.
I considered it appropriate to abstain on this measure. Although it is a legislative act, it does not alter the law. It will make no practical difference to industries impacted by subsidised imports.
There is no reason to oppose it; if such measures were to come before the British Parliament I might well support them. However, it should be the UK that implements WTO rules in the UK, and not the European Union."@en1
