"Mr President, this debate is not really about China, but about whether Europe collectively has the political will to defend its manufacturing industry. As the UK steel industry – and EU industry in general – struggles to remain competitive in the face of a tsunami of subsidised imports, the Council, as others have said, has sat on its hands and failed to tackle the reform of trade defence instruments. Unfortunately, I have to acknowledge that my own country is one of those who have been failing to push for urgent reform. But I want to stress in this debate that reform of TDI alone would not allow us to grant MES to China. Chinese prices are not generally reliable, and they do not respond to market forces. We need a non-standard methodology like the analogue country one if we are to deal with China. I asked the Council to unblock TDI reform as soon as possible and the Commission to present a proposal which takes fully into account the potential repercussions on EU jobs and the future of EU industry. Socialists in this House will not accept a proposal which weakens our manufacturing sector and puts thousands of jobs at risk."@en1
