"Mr President, I wanted to concentrate on the new tools available for cohesion policy. The 2014 to 2020 cohesion policy puts greater emphasis on a bottom-up approach and that is why we put in place new tools such as community-led local development and integrated territorial investments.
All these new tools are very much welcome but I am not sure how widely they are being used in Member States and regions. Indeed, when you read the report, it does say that there seems to be a lack of trust between the different levels of government and I believe this is particularly the case between central government and local and regional government. I believe that central government in many cases believes that local and regional government do not have the capacity to plan and deliver programmes.
Also, of course, Member States in many cases put in place many additional burdens, the so-called gold-plating.
Therefore I believe it would be useful if the Commission could monitor the use of these new tools to see how far they have been used currently but also to learn lessons for cohesion policy post—2020."@en1
