lpv:spoken text	"I abstained on this report into the discharge of the European Development Funds – part of Parliament’s oversight of spending. The European Development Fund (EDF) funds cooperation activities in the fields of economic development, social and human development as well as regional cooperation and integration. One fourth of the 11th EDF’s budget should be earmarked for migration crisis prevention and the management of existing migration flows. However, the error rate for EDF expenditure increased three years in a row, from 3% to 3.8%, between 2012 and 2014. In 2013 it stood at the lower rate of 3.4%. Regarding supervisory and control systems at EuropAid’s Headquarters and Union delegations, the results from the sampling of payment transactions, with 54 of 165 payments (33%) affected by error, show a huge increase in error that is not acceptable. For these reasons I abstained."@en1
