"We are currently seeing a worrying rise of heinous and brutal attacks on civilians in conflict zones around the world, with severe war crimes, crimes against humanity, and even genocide, being perpetrated with near impunity.
The European Union must lead the way for the international community to reinforce the international system of humanitarian law and its governance, and must find more effective ways to exert pressure on international actors and regimes to prevent these crimes. The circumstances and rights of those who are most vulnerable, particularly children, must be at the heart of any such approach.
The USA’s increasing use of drone strikes is deeply worrying. Such deployment is opaque, unaccountable, and under-reported. Civilians are often killed or injured in situations that are inexplicable, either to the victims or to the world at large. Such practices are a step backwards in international humanitarian law governance, and a worrying development given the potential risks of emerging military technologies. The EU must push its allies to establish a clear international legal mechanism to rein in and clearly delineate clear red lines around drone warfare and equivalent deadly innovations."@en1
