"Urban warfare and the damage to civilian infrastructure, life and limb has become an all too common part of the international landscape. With attacks on schools and hospitals that have occurred, either intentionally or not, in Afghanistan, Syria and Yemen in recent years, indeed in Syria even this week, this is a clear and present danger to civilian populations in war zones. It is important that states bear in mind their responsibilities under international humanitarian law. These are not misdemeanours, but a very serious breach of international law. It is also pertinent to remind the international community that aid must be provided to displaced persons without prejudice or favour. They should also reaffirm the centrality of human rights to international law and the protection that it offers at the upcoming World Humanitarian Summit. It is also true, however, that the use of schools and hospitals by parties in armed conflicts have turned them into potential targets and it is important that we recognise that this is also a breach of international humanitarian law. Therefore I voted in favour of the joint motion for a resolution on this topic."@en1
