"Of course we are all deeply opposed to attacks on hospitals, schools and similar humanitarian targets. However the text of the resolution contains political ingredients which go beyond this. The armed forces of the UK, the US and our allies go to enormous lengths to avoid civilian casualties and sometimes this involves increasing the risk to our own armed forces. We know that terrible accidents sometimes happen and we are usually quick to acknowledge them when they do. However, there should be greater recognition of the fact that insurgent and terrorist groups deliberately position weapons in places such as hospitals and schools either in the hope that this will avoid attack or that an attack takes places and results in civilian casualties which serve the propaganda purposes of the insurgents. I do not think that it is appropriate for the EU to have any sort of control over operational decisions that may be taken by our armed forces. I reject the implied criticisms of the actions of some of our closest allies when our attention should instead be focused on those who represent a real threat to our national and international security. For all these reasons I abstained on this resolution."@en1
