The draft report focuses on issues related to the reliability of accounts, the legality and regularity of transactions, internal controls and budget implementation. A high level of carry-overs is one of the most frequent issues identified as it is usually considered to be at odds with the budgetary principle of annuality. The report notes, however, that those issues often resulted, from events which were, completely or partly, beyond the agencies’ control, or were justified by the multi-annual nature of operations, procurement procedures or projects."@en1
