"I, along with my ALDE colleagues, voted in favour of this report. The rapporteur has found a balance between the positive elements of the External Action Service’s appropriation of its budget and some of the concerns with the body’s operation. It was good to see that the Court of Auditors did not identify any significant weaknesses in the selected systems and annual activity report and that error in their budget was at a very low 0.5%.
Unfortunately the institution’s budget has grown from 2013-2014. However, it has reduced management at senior level, but such measures need to be further consolidated and the hierarchical nature of the management system needs to become more dynamic. In addition to that, there needs to be a reduction in the number of representatives of Member States making up employees, especially at delegation level where representatives from Member States make up the most of these positions. Gender balance needs to be enhanced, as does the number of people from countries that entered the Union in 2004. As it currently stands, employees from these Member States do not represent accurately their position in the Union."@en1
