"Madam President, this report deliberately does not endorse the EU/Turkey refugee deal. For the EU to be party to arrangements described by the UN Refugee Agency as illegal may be contested, but it is deeply worrying. It is right for Europe to seek to cooperate with Turkey and all countries neighbouring Syria in this humanitarian cause of refugees, but clearly only if it encompasses full respect for international humanitarian law. Europe can never be silenced in criticisms on democracy and human rights in return for cooperation on migration. I saw the siege of Sur in southeast Turkey for myself a month ago. Fight terrorism with our support, but not your own people. Lift the curfews. Allow innocent civilians to be evacuated and bodies to be buried. Most of all, return to a Kurdish peace process. Do not prosecute journalists because they publish stories you do not like or protest against the British Consul attending their court hearing, because surely you should have nothing to hide. Do not accuse free academics of being terrorists and then have your Ministry of Justice say those accused of terrorism can have their nationality removed. It is a direct defiance of Article 15 of the Universal Declaration of Human Rights. To those on the other side who still oppose the opening of EU negotiating chapters with Turkey on justice and human rights, understand how short-sighted are your arguments and that if Turkey should avoid hypocrisy, so should we."@en1
