The report contained some positive provisions such as a call for the inclusion of worker and consumer rights in addition to considering environmental and socio-economic considerations. However, it did not call for any new measures, but for the effective use of existing instruments, a code word for further single market integration, thereby stripping Member States of their governmental autonomy."@en1
