"This report represents an important step towards better regulation in the European Union. Simpler regulation that reduces the regulatory burden on Member States and businesses is a welcome change. In addition, there is consideration for subsidiarity and proportionality principles, another key aspect of better regulation and a principle that I think it crucial to respect. Crucially, the report takes into consideration the needs of small businesses. Small and medium enterprises (SMEs) play a key role in growth and job creation in Britain and in the South—West, but their competitiveness can be restricted by burdensome European regulations. This report represents progress towards reducing these burdens. Important ECR amendments concerning competitiveness have been adopted and the report introduces a general rule that proposals with a negative impact on competitiveness should not be adopted by the Commission. This, along with the emphasis placed on the Commission committing to reducing the administrative burden on SMEs and the inclusion of exemptions for microbusinesses, will be beneficial for productivity of British industries. It is for these reasons that I chose to vote in favour."@en1
