"I am strong believer in the principle of subsidiarity and thus firmly welcome this report. By stressing the importance of both subsidiarity and proportionality, as well as a stronger involvement of national parliaments in the EU legislative process, this report does much to enhance the democratic functionality of the EU. Many have expressed concern over the perceived democratic deficit of the EU. However with greater consideration of suggestions made by national parliaments, extended periods for consultation in addition to more comprehensive dialogue between the European Commission and national parliaments, transparency and more effective oversight of the EU’s legislative process can be achieved. Subsidiarity checks and full impact assessments to be taken at the conclusion of the legislative negotiations and in advance of the adoption of a final text will also reinforce and clarify the division of powers between the EU and national level, minimising any competence creep and interference in areas which are better left to the national level. Such measures will ensure that all policies made are representative and reactive to the needs of all EU citizens. It is for these reasons that I voted in favour."@en1
