"The principles of subsidiarity and proportionality are pinnacle principles of the EU. National parliaments, having had closer involvement in the European legislative process over the last years, have increased awareness of the EU’s guiding principles. Impact assessments in the legislative process are essential and issues relating to subsidiarity and proportionality must be dealt with in detail. These assessments, considered a key part of the democratic process, are necessary to engage the trust of citizens. National parliaments should exchange their views on the evaluation tools used in order to assess conformity with subsidiarity and proportionality principles. This would strengthen the yellow card procedure, which is integral for influencing EU decision making. As such this procedure should be made more accessible for parliaments. The Commission is called to make the procedure for applying EU funds, particularly the application process, more efficient."@en1
