"The UK is a major exporter of animal genetic material and germinal products so having legislation that supports trade in this industry is crucial. I am pleased that this is what has been achieved in the ‘breeding animals and their germinal products’ regulation. It facilitates free trade in animal breeding while preserving valuable animal genetic resources including rare and endangered breeds. The legislation also reflects the ‘better regulation’ policy, something which I fully support. It substantially streamlines and consolidates four existing pieces of EU legislation. It means that UK breeders and exporters of genetic material operating within the Single Market will have less burdensome bureaucracy. Important changes to the text have effectively tackled problematic elements, for example the Parliament secured the inclusion of special rules and derogations (exceptional circumstances only) to allow for the separation of horse breeding information from the equine identification document (horse passport). Additionally, ECR amendments ensured the legislation is in line with UK objectives, for example regarding the setting of common rules on performance testing and genetic evaluation, by building flexibility into the final text. It is for these reasons that I voted to adopt this legislation."@en1
