"The sea covers 71% of the Earth’s surface, while less than 1% of regions beyond national jurisdiction enjoy the protection of marine protected areas (MPAs). For most of the ocean there is no legal mandate to create marine protected areas. Existing legal framework on this matter was developed more than 30 years ago and further elaboration will be necessary to promote the conservation of marine biodiversity in areas beyond jurisdiction. The Commission should encourage a holistic approach to MPAs, because coordination amongst many stake holders involved marine activities is necessary. The UN must implement existing rules and seek to establish additional ones to ensure the protection of biodiversity, also allowing for the creation of global management tools. This may include a centralised instrument for vessel registration, developing the Global Record of Fishing Vessels under the authority of the FAO. It is essential that fishing activities be added to this new agreement, to ensure efficient coordination of marine biology related instruments."@en1
