"This report was concerned amongst other things with whether the European Parliament agrees with veterinary authorisation fees (which go to the EMA agency) being decided by co-decision or by implementing acts. I am in favour of co-decision where the European Parliament has a say and can block decisions which have been decided behind closed doors between the Council and the Commission, with no transparency or democratic accountability.
On a separate but related point, the democratic deficit which permeates the EU is a matter that urgently needs to be addressed. The lack of transparency and accountability in the legislative process has led to citizens losing trust, faith and confidence in the EU.
Moreover, it is difficult to disagree with the contention that Ireland and indeed all national parliaments have been reduced to a situation where national parliaments act largely as a rubber stamp for measures implementing laws signed up to by government ministers in Brussels.
The entire legislative framework within the EU is in urgent need of radical reform."@en1
