"Madam President, as a British Member of the European Parliament I express our concern, with our Italian colleagues, over the case of Giulio Regeni and indeed for all victims of human rights abuse in Egypt and amongst the Egyptian people. In my speech I want to speak in favour of the paragraph which asked Mr Hahn and his European Commission colleagues to specifically regulate the European export of surveillance equipment used for repression in the light of the latest Privacy International Report, which suggests that such exports were made by Nokia Siemens from Germany and the Hacking Team based in Italy. The Egyptian Government has developed and maintained, within its own intelligence infrastructure, a secret unit with an extensive budget and mass surveillance capabilities, with no public scrutiny whatsoever. I believe the European companies involved in these exports are in breach of the UN Guiding Principles on Business and Human Rights and I ask for European action to ensure such complicity becomes illegal under European law."@en1
