"I voted against extending the agreement with Philip Morris International (PMI) which was signed in 2004 with the intention of tackling the illicit tobacco trade. Since then, a lot has changed. The illicit tobacco market has changed significantly. It is now mainly made up of cheap whites (foreign brands made for the black market) which weren't covered under the 2004 agreement. The Tobacco Products Directive and the WHO’s Framework Convention on Tobacco Control sufficiently address our concerns. At the same time it is important we don't have dual standards here. I opposed these deals 12 years ago, which effectively subsidise tobacco producers. Tobacco related deaths in some parts of my West Midlands constituency are more than one-and-a-half times the national average. The illicit tobacco trade costs the UK GBP 2bn a year. The Tobacco Products Directive will help track, trace and stop the movement of illegal tobacco products. Only with cooperation at EU level can we tackle this problem – it would be so much more difficult for us in the UK were we to do this on our own."@en1
