"I voted in favour of the interinstitutional agreement on Better Law-Making. The IIA will improve the quality of European law-making. It calls for increased negotiations between the institutions and for the Commission to explain and justify its choice of legal basis and compliance with the principles of subsidiarity and proportionality when proposing legislative instruments. It also promotes transparency between Parliament, the Council and the Commission in proposing legislation by contributing better law-making tools such as impact assessments and appropriate handling of trilogues. Increased transparency amongst the institutions will lead to a more coordinated legal system within the Union and also makes the implementation of European law easier for the governments and judicial systems of the Member States. The IIA calls upon Member States to communicate clearly to their citizens when transposing Union legislation and distinguish additions that are in no way related to Union legislation as to avoid ‘gold-plating’, leading to greater harmonisation between the institutions and the citizens of the EU."@en1
