"The European Commission published on 19 May 2015 its Better Regulation package, including the draft proposal for an interinstitutional agreement (IIA) on better regulation (also referred to as the IIA on better lawmaking). This IIA will replace the existing 2003 interinstitutional agreement on better lawmaking and the 2005 interinstitutional common approach to impact assessment, and will oversee working practices between the Council, the European Parliament and the Commission. Mr Verhofstadt was mandated to conduct the negotiations, working in close cooperation with JURI and AFCO. Negotiations between the Council, Commission and EP on the IIA were completed in December 2015, and endorsed politically by the Conference of Presidents on 16 December. The agreement covers three main areas: better regulation; interinstitutional relations; and legislative processes, including programming and delegated and implementing acts. In the draft report, the EPP rapporteur, Danuta Hübner, recommends the approval of the draft interinstitutional agreement and of the related joint declaration. The draft report also contains an appreciation of some of the main provisions of the new IIA, calls for an examination of the extent to which amendments or interpretations of the Rules of Procedure are necessary for the implementation of the agreement and points to a number of issues where further follow-up is needed."@en1
