"Parliament’s resolution on general guidelines for the budget is the starting point of the annual budgetary procedure for Parliament. Parliament presents its budgetary priorities for 2017 ahead of the Spring Budgetary Trilogue and the adoption of the Draft Budget by the Commission.
The report highlights Parliament’s political priorities for next year’s budget. It emphasis the following most important elements for the 2017 budget: boosting investments for growth, competitiveness and job creation as well as addressing the challenges of the ongoing migration and refugee crisis. The report stresses that the European Union budget has proven to be an essential resource in tackling recent crises and responding to needs that had not been anticipated during negotiations on the multiannual financial framework (MFF) 2014-2020, such as the European Fund for Strategic Investments (EFSI), the migration and refugee crisis or geopolitical tensions in countries in Europe’s neighbourhood."@en1
