"While there were some positive aspects to the report, there were a number of provisions which I had particular concerns with, notably own resources. Whilst it is recognised that Ireland does contribute to the EU Budget through the Traditional Own Resources (customs duties) and there is an obligation to do so, this nonetheless does not negate our concerns with how the EU budget expenditure is financed by Member States and moreover how the EU budget is allocated each year. Whilst my party considers it necessary to reform the system of financing the MFF, it considers it imperative that the revision of the forecast of Traditional Own Resources and the budgetary [revenue] of GNI balances and VAT remains free from political interference and based solely on the latest economic data, thereby providing a greater degree of certainty for both Member States and the Commission alike in forward planning. In addition, we have a number of concerns with the proposed Financial Transaction Tax, environmental tax, etc. which we believe is intended to strip a Member State of their financial competencies, whilst also being mindful of their positive intentions and of how, if used constructively, they could be very progressive."@en1
