"Mr President, yesterday in the United Kingdom Parliament, Mark Carney, the Governor of the Bank of England, said that there are risks to the United Kingdom leaving the EU. He ignored two other factors. One, the risk of staying in the EU, and two, the risks also of having no change within the EU. Within this budget report today which sets out the guidelines for the 2017 budget was a statement that talked of duplicitous states trying to prevent the EU from getting more money. People in the United Kingdom must understand that if they vote to remain they are going to vote for an organisation run by civil servants whose key principle is to increase the budget of the EU without their own representation. There was a state that moved away from the United Kingdom because it said very clearly there should be representation for any taxation. Well here we are going to have increases of budgets without parliamentarians being able to do anything about it."@en1
