"I am delighted this important report has been adopted with such an overwhelming majority. This directive is part of a package of proposals to further strengthen procedural rights for citizens in criminal proceedings, which includes one on safeguards for children, and another on legal aid. It is important to establish minimum standards across the EU in areas as fundamental as procedural safeguards for children. I am happy that this report reaffirms that the child’s best interests must always be a primary consideration. The field of juvenile justice must be integrated into the broader framework of children’s rights seen as human rights, also encompassing issues related to children’s poverty, their access to care and services, parenting and family, formal, non-formal and informal education, education to citizenship and their participation in societies. That is precisely the kind of approach advocated in the Written Declaration on ‘investing in children’ that this House adopted last year, which, I would like to remind my colleagues, is the declaration signed by the highest number of MEPs since 2011."@en1
