"I voted in favour of this report which was concerned with safeguards for children suspected or accused in criminal proceedings. Children require special measures of protection to take account of their particular vulnerability and needs (UN CRC Committee, General Comment 10, para 10). This report moved to enhance the rights and protections of children involved in criminal proceedings. Approximately 1.09 million children pass through the criminal justice system in Europe each year and the procedural safeguards which are afforded to them are often woefully lacking. This report is to be commended for significantly strengthening these legal protections. However, it must be noted that whereas the directive on the right to a lawyer permits suspects or accused persons to waive this right, the original Commission proposal prohibited waiver in the case of children. It is disappointing this has been dropped. Ensuring that every child gets legal representation would have been an important step forward in ensuring rights are protected."@en1
