"Thank you for the question. The issue concerning the Council is not to blame the Council on generalities, and we should not deal in generalities. It is the extremes in the Council and that some countries can try and mop up the responsibilities of other countries, and that is not acceptable in a European Union that wants an organised and compassionate response. It is just unacceptable that some countries can try and do everything and some countries can sit and watch as other countries do something. The Commission has plans; those plans would have matured over two years, and we would now be in a position of activity. But we are not, because some Members of the Council have been aggressive and done nothing."@en1
