"Madam President, as Mr Timmermans said, I think: we have a plan. To be fair to the Commission, they have had many plans, and many with integrity. When EUR 700 million was pumped into Greece recently, it proved that something can happen, something valuable can happen with the humanitarian instrument. But clearly it is not enough and we know that many of the Members who are engaged in this crisis, who are actually doing something in this crisis, know that the Commission has had plans for more than two years. The problem is the Council; the problem is the incoherent, often aggressive, reaction to established plans on a number of fields. So we now have two pillars to this solution: we have a set of plans from the Commission, dealing with what is most difficult from Dublin, from revising our agencies to do things that they were never expected to do so that we now have a Border Agency, we have a revamping of our Asylum Support Office – major revisions within months which we will all have to do our work on in this Chamber. Then we have the plan on Turkey and in the few seconds that I have, I just want to caution that we do not breach international law when we deal with the Turkey plan, that we stick to our principles and international law in all that we do. But let us just remember that we do not have the luxury in this House of not doing our work in this Parliament where some of the major issues that the Commission will be dealing with were set out earlier, because we do not have the luxury to leave people to die or to leave people to be injured or to leave young unaccompanied children to go missing in the interior of Europe."@en1
