"Quality statistics and their comparability are fundamentally important for all Union citizens, researchers and those directing public policy in the Union. The development, production and dissemination of data on Harmonised Indices of Consumer Prices (HICP) at national and subnational level must be done within a uniform legal framework. The HICP can be crucial in providing a measurement of inflation used as input for deflating economic values. This affects rents, interest rates, and salaries which form the basis for monetary and economic decisions. Statistics of this nature must be comparable across all Member States and must be of an objective, unbiased nature. Regulations on HICP must be updated to include decisions introduced by the Lisbon Treaty which allows the Commission to create implementing or legislative measures which can amend unnecessary parts of a regulation. The HICP can be an essential tool in the analysis of causes of inflation. It can also be used to predict the effect of future tax changes on inflation. HICP flash estimates provided monthly by Member States would be crucial to analyse the conduct of monetary policy."@en1
