"Rules aimed at improving the efficiency and cutting the cost of services supplied at EU maritime ports are necessary. Fees for using port services, such as mooring and towage, should be transparent. Public funding received by the port should be equally as transparent. This would result in a boost to trade by preventing the abuse of price and the distortion of markets. Port arrangements currently in place may remain in place so long as they meet the standard requirements. For safety reasons, ports must be able to choose the organisation of port services, meaning free market access cannot be obliged. Common rules for port managers and Member States who wish to limit the number of service providers must be laid out, creating minimum requirements. Minimum requirements for port service suppliers should include proving professional qualifications, also respecting maritime safety, national social standards and environmental requirements. To ensure transparency, publicly-funded activity should be kept in separate accounts. Fees must be set in a non-discriminatory, transparent manner and they should not be disproportionate to the value of the service provided."@en1
