"It is a good question. Obviously, dogs are unaware of the Schengen arrangements and are therefore entirely likely to cross borders at will where border fences do not exist, and that is the case across the European Union. I therefore think the key thing here is that we need to work together, country by country, across the European Union, because if countries individually try to deal with stray dogs they will not be successful. Only by working together, which is clearly obvious at a European level, can we deal with the issue of stray animals and associated diseases."@en1
