"Mr President, the animal health law that we will vote on tomorrow responds to at least two concerns often submitted by constituents to Members of the European Parliament. Firstly, improving the general welfare of animals through enhanced animal health measures and secondly, the issue of stray animals.
On the first of these, animal diseases: just like human diseases, they do not recognise borders. Britain is no less at risk of any significant animal disease outbreak than any other European country and we clearly need a strong European framework to react, to respect common rules in case of disease outbreak.
On the second issue, controlling diseases amongst the populations of stray animals: no less important and requires both a clear assignment of responsibility from the national authorities as well as a requirement of humane treatment of stray animals.
This law will see the European Union delivering on animal health and on animal welfare, which is why staying in the European Union is good for animals just as it is good for people."@en1
