"This is a welcome resolution on the latest Annual Report from the European Central Bank, especially the European Parliament’s call for further efforts to improve the financing of the real economy, and the emphasis on continuing to increase the democratic accountability of the ECB as a priority. It is positive that the ECB acknowledges the importance of helping small businesses to access finance, for example as a result of the credit-easing package of June 2014. However, I particularly endorse the comments made by Socialists and Democrats and other colleagues in the debate on failure of the ECB sufficiently to address the negative jobs impact of its actions generally and through its involvement in programmes in particular Member States. As an EU institution, the ECB is bound under Article 9 of the Treaty on the Functioning of the European Union to take into account the requirement to promote employment and social protection and to combat social exclusion in defining and implementing its policies and activities."@en1
