"Madam President, like other colleagues I welcome the belated Commission assessment of the PMI agreement, and there is no doubt that there have been some positive results. There has been a reduction in illicit trade of genuine products. It has given us the opportunity to share intelligence with Member States and with OLAF, and it has provided some public revenue. I also welcome the establishment of an anti-fraud team relating to tobacco within OLAF, although there are of course outstanding issues. Nobody is saying that the existing agreements are perfect; in fact they are far from perfect. There is the issue of smuggling of non-branded cigarettes, and hopefully the WHO Protocol can start to address this. But of course we need a large number of countries to sign up for this new agreement or protocol to be effective. It would also be useful if the new EU agreements, when they are completed, are compliant with the WHO Protocol, and I would welcome the Commissioner’s view on that. We also need any new agreements to become more transparent, with more regular reporting of measures and results on websites. This would allow us, the Member States and the public to judge the effectiveness of any new agreements, because I think it is fair to say that not everyone supports new tobacco agreements, and we have heard that from colleagues here this morning. Therefore we do need to demonstrate that any new agreements are effective, at least as an interim measure, before the WHO Protocols are put in place."@en1
