lpv:spoken text	"I welcome this resolution, which rightly focuses on the good position local and regional authorities are in to assist in the use of European Structural and Investment Funds due to their local knowledge. The resolution is also accurate in its attention to the many challenges facing EU local and regional authorities, from energy security to administrative capacity, red tape and complexity in public procurement. In some Member States there is a real need to tackle structural weaknesses to increase the absorption rate of ESI Funds, and thus improve the value for money to taxpayers of these investments, whilst at the same time ensuring subsidiarity is respected."@en1
