"Madam President, I join others in this Chamber in welcoming the opening of the first EU negotiating chapters, including Chapter 35 on normalisation of relations with Kosovo. I also want Chapters 23 and 24 on justice and fundamental rights open for this and all accession countries, and I support Commissioner Hahn’s efforts in this respect. In Serbia, as in some other Balkan countries, this is the correct way to address concerns about deteriorating human rights. Early elections in April will be a test of the quality of the country’s democracy, especially for the rights of opposition parties, and Human Rights Watch says that freedom of the press in Serbia is under threat. The OSCE reported 34 attacks on journalists in 2015, and the Balkan Investigative Reporting Network has published accounts of independent media being smeared as foreign spies by the tabloids. I ask the Commissioner to comment in his reply on one further difficult issue, but one which we should not dodge: what we should read into the joint military exercises between Serbia and Russia. I join colleagues in appealing for European solidarity with all in Serbia, including in relation to security issues, but I am pleased that the EU is showing that same solidarity back by devoting some of the Trust Fund for Refugees to assisting the country, recognising Serbia’s commitment to engage in the EU quota system. We want Serbia to be part of European integration and to be part of European solutions."@en1
