"Madam President, as rapporteur for neighbouring Montenegro I worked closely with David McAllister and congratulate him on this year’s report on Serbia. Serbia is still in the relatively early stages of EU accession, having only just completed the screening process in March of last year. The report shows, nevertheless, that there has been progress in a number of areas of the acquis and that there is reason to be optimistic about Serbia’s ability to continue along this trajectory, in spite of the stresses coming about from the refugee crisis but aided by the fact that there are better relations in terms of dialogue with Kosovo.
Serbia-Montenegro relations continue to be strong and are developing. The Joint Centre for Police Cooperation continues to develop and is an institution that has the potential to be further utilised in the fight against cross-border crime and corruption. I agree with David that Chapters 23 and 24 must be opened soon.
An agreement regarding the exchange of social security data is also a welcome step, whilst the implementation of the existing 2015 agreement aimed at reducing mobile roaming charges across the region will also help sell the practical benefits of better cooperation.
I also take the opportunity to call on the Belgrade Government to try to more closely align itself – particularly on Chapter 31 – with the EU Common Foreign and Security Policy (CFSP), particularly over sanctions with Russia. Serbia is a key player in the Western Balkans and its EU accession process is very much part of the process of stabilising the entire region."@en1
