"The PPE supported the Commission and the decision taken by the Technical Committee for Motor Vehicles and rejected the Objection tabled.
It is necessary to examine this implementing act in light of the overall steps taken by the Commission to reduce NOx emission and to improve air quality and protect the environment.
Last week the Commission published its proposal establishing a Framework on Market Surveillance for motor vehicles. This proposal aims to tighten the car authorisation process in Member States and will create a more independent procedure. This proposal will also allow Member States and the Commission to take action against the technical services that are underperforming or too lax in applying approval requirements.
The Dess Report on the reduction of pollutant emissions from road vehicles is currently being negotiated in trilogues. This proposal focuses on areas where market and regulatory failures hinder efforts to address the overarching challenges of improving the EU’s air quality and addressing the Better Regulation Agenda.
One political issue in this trilogue is whether Parliament should be involved through delegated acts in setting the limits for emissions. The Council feels this should only be done through implementing acts."@en1
