"Mr President, the proposed solution to the British question contains elements which are significant concessions by the other Member States, and also some that are symbolic or trivial. Labour would not have gone down the route chosen by Mr Cameron, but we recognise its significance. We also share the concerns that many colleagues have expressed about these significant concessions that have been given, especially perhaps those that affect the welfare rights of employed, tax-paying European citizens working in Britain. But we also note that Mr Cameron has not managed – or even, I think, attempted, perhaps thanks to our pressure – to weaken the social chapter of the Treaty that enshrines workplace rights. There are other things that he has not managed to do, and we are glad of that. But whatever one’s view of the package that is there, we have to bear in mind that there is a much bigger question at stake: the very membership of Britain in the European Union and the threat of the break—up of the European Union. That has to be our overriding consideration. Whether or not Mr Cameron’s package helps secure the result necessary in this referendum in all our interests: that has to be our overriding consideration. If the concessions help – and they will help – win that battle, then that is something we all have to take into account. It is of an overriding importance. There is far too much at stake for us to quibble or to try to oppose this package. Even if many colleagues are understandably not entirely happy with it, I would urge you nonetheless to accept it."@en1
