"Mr President, I wanted to start by talking a little about subsidiarity. We are going to hear a lot about that over the next few weeks in the UK, and of course it is about making decisions at the lowest appropriate level. That can be a parish, it can be global and it can be the European Union. In terms of the refugee situation, there we have a clear need for cooperation and coordination beyond an intergovernmental approach and for that cooperation to be based on a clear commitment to fundamental rights and international obligations. It is a duty of this Parliament to remind the Council of those values. That clear need for international cooperation on this and many other issues is one of the reasons why my party will support a ‘remain’ position in the referendum, despite the desire for change that we have about the European Union. I wanted to make that clear to the House."@en1
