"With regard to the proposal for a decision of the European Parliament and the Council on establishing a European Platform to enhance cooperation in the prevention and deterrence of undeclared work, European citizens, most often migrants, frequently find themselves trapped in situations of undeclared work. They are particularly vulnerable to the effects of unemployment, without access to any form of social protection. Many of these employees may have worked under the pretext of legal employment only to find that they are not entitled to the benefits generally available to citizens in such situations. The consequences of undeclared work can lead to financial hardship and in some cases, homelessness. The European Platform for prevention and deterrence of undeclared work is necessary to aid Member States in understanding and reducing practices which contribute to homelessness. The Platform will help to reduce the exploitation of such workers. It also enables national and local authorities to provide information to workers who have been negatively affected by such practices. Easily accessible information and advice can help endangered families avoid homelessness."@en1
