"Nobody supports undeclared work, but don’t we have to look at the root situation of society? There will, by society’s nature, always be people who fall below the threshold and who carry out undeclared work. Surely the argument should be taking the case forward for deregulation – we have got to deregulate, which is the direct opposite of what takes place in the European institutions, and actually give small businesses, small and medium enterprises – the lifeblood, certainly, of the British economy – the opportunity to move forward and actually create employment, rather than over-regulation, which is forcing more people into this area of undeclared work."@en1
