"Madam President, first of all I would like to congratulate the rapporteur Mr Pirinski, and indeed the shadow rapporteurs and specifically Yana Toom, for their full commitment to ensuring that we could set up this European platform that will enhance cooperation in the prevention and deterrence of undeclared work.
The fact that membership is mandatory means that all Member States must participate, and therefore they must be involved in exchanging information and developing expertise and analysis, and that in itself will contribute to a horizontal understanding of all matters related to undeclared work. However, while participation is mandatory, any recommendations for action that are supported by the platform are voluntary for Member States to implement. This approach is much more carrot than stick, and I believe that those Member States having participated in the development of tools for sharing information, and for the enforcement of shared practices to tackle undeclared work, are much more likely to implement such action themselves.
The platform will not contradict any national legislation and will not propose harmonisation of any laws, but it will provide a strong framework for enhanced cooperation. The extent of undeclared work in the EU is up to 18% of EU GDP, and it is important to remember that undeclared work has negative outcomes both for workers themselves and for society. Many of the workers are in a vulnerable position: they often have to accept poor working conditions and there is very often no commitment to health and safety, no social protection, no pension contributions, precarious working conditions, etc., whilst society loses out because of tax and social security forgone and also unfair competition between companies.
In our next debate we look at the anti-tax-avoidance package, which recognises the importance of coordinated action. Equally, this type of coordinated action under the auspices of the European platform will operate both at national and cross-border level."@en1
