"Madam President, firstly I would like to thank the rapporteur, Mr Pirinski, and all the shadows for their work on this file. There has been a great deal of cooperation and I think we have all benefited from that. Undeclared work is a very serious subject which impacts on all the Member States. It particularly affects tax evasion – which is a real problem – benefit fraud, illegal immigration, and of course it undercuts legitimate businesses and entrepreneurs and undermines workers as well. So I think that this platform is a really good example of just how the European Union should operate. It recognises the sovereignty of Member States and it adds value by sharing experience and best practice and cross-border cooperation. So this is where we can really see an enhancement through this platform – an enhancement of cooperation between the Member States – while recognising their individual sovereignty. We need to recognise that the level of undeclared work varies from state to state; for example, in the UK, according to the OECD data, the level of the informal economy is about 1.7 %, whereas in some Member States it is as high as 30%. My group had four priorities. First, the scope of the platform would be limited and focus on enforcement, exchange of best practice, and knowledge-sharing, rather than creating and mandating standardised approaches. Second, it is important that it fully respects the principle of subsidiarity and the competences of Member States. Thirdly, although participation is compulsory and mandatory, which is fine, the activities are entirely on a voluntary case-by-case basis. And lastly, while social partners can play a valuable role, they should not be on an equal footing with Member States. So we have a really good platform here."@en1
