"Madam President, we all heard about the shocking situation in Cologne and elsewhere, where women were assaulted and harassed by groups of migrant and refugee men. How have we let this happen? The EU expanding the meaning of the 1951 Geneva Convention is at the heart of it. The Geneva Convention is the only international definition of a refugee: someone who is genuinely in fear of persecution due to race, religion, nationality, membership of a particular social group or political opinion. However, the EU has expanded this and created its own definition through the Qualification Directive. This now includes anyone fleeing situations of international or internal armed conflict and not just those in legitimate fear of persecution. So the EU has opened the door to countless millions, and in 2015 this led to over one million people arriving in Europe, the majority of them men. This open-door policy to countries and cultures that treat women as second—class citizens has put us all at very great risk."@en1
